The Smithsonian Institution Festival of American Folklife, held annually since 1967 on the National Mall in Washington, D.C., was renamed the Smithsonian Folklife Festival in 1998. The materials collected here document the planning, production, and execution of the annual Festival, produced by the Smithsonian Center for Folklife and Cultural Heritage (1999-present) and its predecessor offices (1967-1999). This collection documents the planning, production, and execution of the 1969 Festival of American Folklife. Materials may include photographs, audio recordings, motion picture film and video recordings, notes, production drawings, contracts, memoranda, correspondence, informational materials, publications, and ephemera. Such materials were created during the Festival on the National Mall in Washington, D.C., as well as in the featured communities, before or after the Festival itself.

Physical Characteristics and Technical Requirements note
The Rinzler Archives is continually engaged in digitization of archival materials to facilitate preservation and ready access by users. However, given the diversity of legacy formats of the originals, some older materials may not be available. Notably, certain older audio recordings cannot be played because of deterioration of the tape stock, and the Archives has no playback equipment for EIAJ-1 videoreels (1/2 inch) or multi-track audio recordings. Where listening or viewing copies are available, this is generally indicated for each item. Users are encouraged to contact Archives staff to verify that the materials of interest to them are already accessible, or to determine if they can be digitized as needed.

Introduction
The 1969 Festival took place July 1-6 on the National Mall, between Madison Drive and Jefferson Drive and between 10th Street and 14th Street, south of the National Museum of History and Technology and the National Museum of Natural History (see site map). For the second time, a State was featured - in this case, the Commonwealth of Pennsylvania. Two themes were the focus of craft presentations: 1) sheep shearing and wool production and 2) corn culture. These thematic programs were complemented by presentations of basketry, toy-making, doll-making, and other crafts. Daytime and evening concerts presented a panorama of traditional music and dance.
The Division of Performing Arts, directed by James R. Morris, again organized the 1969 Festival. Ralph Rinzler was the Festival Director, assisted by Marian Hope.
The 1969 Program Book included participant lists and schedules.

Introduction
Craft presentations at the 1969 Festival focused on two themes: 1) sheep shearing and wool processing, and 2) corn culture. For the former, visitors could see sheep being sheared and the resulting wool carded, spun, and used in weaving. Milling songs from Scotland and from Massachusetts rounded out the program. The corn culture program showed different methods of milling and grinding corn, foodways from cornbread to corn liquor, and various crafts utilizing corn shucks. In addition, craft demonstrators included basket makers, blacksmiths, carvers and toy-makers, and a potter, with a special focus on Seminole crafts from Florida.
The sheep shearing and wool processing demonstration was sponsored by the American Sheep Producers Council, Inc. and the Wool Bureau, Inc. The corn culture exhibit was sponsored by the American Corn Miller's Federation and the Corn Refiners Association, Inc. Arkansas Arts and Humanities supported the participation of Arkansas craftspeople, and National Airlines sponsored the Seminole Indian participants.

Introduction
The second in what soon became an annual feature of the Festival, the state program in 1969 focused on the Commonwealth of Pennsylvania. Among the performances, Serbian and Croatian music and dance represented Pennsylvania's ethnic heritage, Anglo American traditions included a string band, fiddler and ballad singer, and African American blues and gospel singing rounded out the program. Craftspeople included a bread baker and makers of rugs, tubs, quilts, dolls, harnesses, bricks, and brooms, among others.
Mack McCormick and Ethel Raim were the primary field researchers for the Pennsylvania program. The Commonwealth of Pennsylvania sponsored the participation of Pennsylvania craftspeople and performers, with the support of the Office of the Governor, Raymond P. Shafer, research support from the Ethnic Culture Survey, and the Bureau of Travel Development, Robert Shoemaker, Director.

Introduction
Like previous Festivals, the 1969 Festival offered a diverse program of music and dance representing Anglo Americans and African Americans, as well as ethnic traditions from Cuban, Greek, Turkish, Cajun and Creole, and French American communities. A highlight of the 1969 Festival was a reunion of Bill and Charlie Monroe, joined by brother Birch and sister Bertha. Other old-time and bluegrass performers included Dock Boggs, Maybelle Carter, Jimmy Driftwood, Buell Kazee, Tex Logan, Wiley and Zeke Morris, Don Stover, and Merle Travis. African American music ranged from the Moving Star Hall Singers to one-man band Jesse Fuller, from a fife and drum group to the Jelly Roll Memorial Band.

When Neil Schaffner put on his bib overalls, red wig and silly hat, and painted on his huge freckles, clown mouth and peaked eyebrows, he became Tobias T. Tolliver of Hogscratch, Arkansas. Toby's antics delighted hundreds of thousands of Midwesterners for more than 40 years beginning in 1925. Actor Schaffner became Toby for more than 8,000 tent show performances throughout Iowa, Missouri and Illinois. Schaffner's wife, Caroline, played Susie B. Sharp, in pigtails with the same huge freckles, wearing a calico dress and a straw hat with a single blossom. Together, the Schaffners brought live theater to small-town audiences throughout the region.
Taking over the show in 1963 - and the role of Toby - was James V. "Jimmie" Davis, a veteran member of the Schaffner Players. His wife, Juanita, played the part of Susie from 1963 to 1979. The Davises were on the road for 15 weeks each summer with their young sons, Brant, Darren and Ryan. They also made yearly appearances at the Iowa State Fair. It was the Davises who brought the Toby Show to the National Mall in 1969 for the Festival of American Folklife, where they performed their tent show to Festival visitors each day.
